Webelos
Webelos dens are for boys who have completed third grade (or
reached age 10). The Webelos den program is different from the Cub
Scout den program: Instead of being based on a monthly theme, the
Webelos den program is based on one of 20 Webelos activities:

Webelos Scouts work on requirements during their weekly den meetings.
Once the boy learns the skill, he practices it at den meetings and at home
on his own. The boy's family is encouraged to help him at home. Boys bring
to den meetings completed or partially completed projects done at home to
show others, as well as to be approved by the Webelos den leader. This
sharing encourages a boy to do his best and helps to build his confidence
and self-esteem.
When a boy has completed the requirements for an activity badge, the
Webelos den leader or activity badge counselor, rather than a parent,
approves most of the activity badges.
In addition to earning individual activity pins, Webelos Scouts can earn
the compass points emblem, which is awarded after earning seven activity
badges. Metal compass points—east, west, north, and south—are awarded for
each four additional activity badges earned.

Although WEBELOS Scouts are still an integral part of Cub Scouting, with the same purposes, it is a transitional program.
Every graduating WEBELOS Scout deserves the opportunity to continue his Scouting experience as a member of a Boy Scout troop. Many WEBELOS Scouts go on to Boy Scouting with no help at all, but a lot of them need to know more about their opportunities for fun and adventure in the troop. That is the purpose of the WEBELOS-to-Scout transition plan: to give every WEBELOS Scout a sampling of the troop program, troop leadership, advancement opportunities, and the fun and excitement of Boy Scouting. We also must let him know that he is wanted.
It is moving the boys from a family based program in which the parents approve work, to a unit leader led program where the WEBELOS den leader must approve advancement. It is a transition from the simpler Cub Scouting program and ideals to the more challenging program of Boy Scouting and the more complex ideals of the Scout Oath and Law. It is a transition from the home and neighborhood based Cub Scouting to the wider world of Boy Scout camping, hiking and the wilderness.
WEBELOS Den Leaders have two objectives:
**Provide every WEBELOS Scout the opportunity to earn his Arrow of Light.
**Lead and successfully coach the boys to the threshold of a positive Boy Scouting experience.
The WEBELOS Scout advancement plan has three parts. The WEBELOS badge, the 20 activity badges, and the Arrow of Light.
As soon as a boy joins the WEBELOS den he begins working immediately on the WEBELOS activity badges and the requirements for the WEBELOS rank. After he has earned the WEBELOS badge, he begins work on the requirements for the Arrow of Light award.
As he is earning these he is required to earn eight of the 20 available activity badges. Certain activity badges are required for earning the WEBELOS badge and the Arrow of Light award, while others may be selected by the boy. The 20 activity badges are hobby and career fields ranging for science to sports.
After completing the WEBELOS badge, the WEBELOS Scout may receive compass points for earning additional activity badges. The Compass Points emblem is presented to the boy who has earned four activity badges in addition to those required for the WEBELOS badge (a total of seven). A metal compass point is awarded for each additional four activity badges earned.
The Arrow of Light Award is the highest award a boy can earn in Cub Scouting and is the only Cub Scout badge that he can wear on his Boy Scout uniform. Meaningful advancement ceremonies are important. Troop representatives should be involved in pack graduation ceremonies.
The mission of the WEBELOS program is to provide activities which are fun for boys and meet their needs, interests, desires and contribute to their growth. The goal of the WEBELOS den is to hold a boy in the Cub Scout pack and graduate him into a troop. That's why a quality program is of such importance.
The WEBELOS den does not operate with the recommended monthly themes. Instead, it uses a monthly activity badge focus. Part of each month's activity badge program should include something to do at the pack meeting. This could be a fitness demonstration or a display of projects. The point is that the WEBELOS den should remain an integral part of the pack, and should have a part in each pack meeting.
The suggested pattern for completion of the activity pins is as follows. Following this pattern enables a boy to receive his WEBELOS badge in February of his first year and the Arrow of Light in February of his second year.

thing to note, In the LDS church, we only do Webelos for one year and
then the boys become 11 year old scouts. There is a schedule in

For
a Pack Chartered by the Church of Jesus Christ of Latter-day Saints
A boy enters a Webelos den chartered by the Church of Jesus Christ of
Latter-day Saints (LDS) when he turns 10 years old and remains in the
Webelos program until his 11th birthday, at which time he enters the
patrol
for 11-year-old Scouts.
Using the Webelos Leader Guide, Webelos den leaders may plan den
activities
for the year. Often, two activity badges may be earned during
one month.
Leaders may calculate the monthly themes as outlined in the suggested
schedule below.
Regardless of the month a boy enters the Webelos program, he can
achieve
the requirements for the Webelos badge and the Arrow of Light Award
during
the Webelos year.

*LDS Webelos Scouts are encouraged to earn the Family Member activity
badge.
**LDS Webelos den follow the overnight camping guidelines found in the
Church Scouting Handbook, No. 35824: "No Scout-sponsored
overnight camping should be planned for boys under age eleven."
Family camping experiences that include activities for Webelos
requirements should be coordinated with the Webelos den leader and
approved by local priesthood leadership.
As each boy enters the Webelos program:
*He should begin to work on the requirements to earn the Webelos badge
immediately while also participating in weekly den activities.
Requirements are listed in the Webelos Handbook. To earn the
Webelos badge, an LDS Scout should earn the Faith in God emblem.
He is permitted to earn this award any time during his Cub Scout
years, after he is 9 years old.
*The leader introduces the boy and his parents to the requirements for
the Webelos badge and a one year plan that includes all of the
necessary achievements for the boy to receive the Arrow of Light Award
by the time he enters the patrol for 11-year-old Scouts. With
the help and encouragements of his leader and his family, he can
complete the requirements listed in
the Webelos Handbook.
